A detailed project plan is nothing more than a list of tasks and activities that must be performed to reach a milestone or produce a deliverable.

While the project charter is created at the macro level, detailed project plans are at the micro level and function as a work plan for each team member.

The Project Manager works with the project team to create the technical and engineering design, task list, resource plan, communications plan, budget and initial project schedule, and establishes the roles and responsibilities of the project team and stakeholders.
